The PUNE RTO EXPERIENCE
I started off from my home for the vishtrantwadi RTO to apply for the permanent license, i reached there in around 20 minutes, i was just parking my bike in the open ground in the meanwhile one person came to me and asked "kya karnae ka kacha ya pakka" i replied kuch nahe karnae ka and went on, there is no board which can guide you where to go and what to do, so the only choice left to ask people and i did the same but here one thing worth to mention at every footstep i met agents agents and agents and they kept asking kya karna har sir, anyway one person told me to go in a small building and then ask anyone.I went to the that small building and looked around there in a corner one old person was sitting i approached him and asked for the form to apply for permanent license, he gave me FORM 4 and asked me to fill it, the most of the things were simple but there were few things which i did not understood, i approached again to that old man and got my doubts cleared and finally completed my form.
The next big question was what to do with this form, i started asking to people again but many of them were came for the first time like me but i kept asking people, one thing i would like to mention here that i felt like i am on mars or they from mars most of them were totally blank and even reluctant to answer, anyway one person told me to deposit the fees which is Rs. 300, you will wonder to hear when i asked the persons who were standing in the Que about is it the place where we have to pay the fees they said they do not KNOW;
anyway i paid the fees.
Again same question, what next, one person told me to get my name registered in the register and give the test, this time i guessed and stood in a right que, the person sitting there asked for the PUC,Taxation certificate and insurance certificate, i provided him the same, here i found out that many people were suffering due to this and agents were taking advantage of this situation, they were charging around Rs. 200 anyway i went for the test; there the RTO inspector checked my form and the attached address proof and asked me to drive my two wheeler, i complied and formed the figure of eight after that i submitted the my form to the same person who has asked for the PUC and other documents and at last came back home.
The person who do not marathi is bound to suffer and those who know will also suffer little less, at every point you have to ask others there is no board which mentions the procedures and corresponding counter no.Sometimes its look like that all this has been done intentionally to help the agents.One will face some difficulty who is not willing to pay bribe to agents but its upto individual, I did not paid it.The system need to be people friendly but we can only hope.god bless our country.
